Industry Review Draft of the Request for Proposals (RFP) C3006 Pomona to Claremont CMAR Contract

The Construction Authority is beginning the process to procure a “Construction Manager At Risk” for the Foothill Gold Line light rail extension from Pomona to Claremont (the “Project”), part of the Metro A Line system.  After Wednesday, November 12th, the Construction Authority will have the industry review draft of the Request for Proposals (RFP) C3006 Pomona to Claremont CMAR Contract available for review by potential prime contractors.  The purpose of the industry review draft is to solicit input on the contents of the RFP from potential prime contractors who are considering submitting a proposal; it is not a solicitation for proposals, nor an opportunity for subcontractors to connect with potential prime contractors or get on a list of available subcontractors.  The scope of work includes, but is not limited to, providing preparation and coordination of preconstruction services, construction work packages, scheduling, cost control, value engineering, evaluation, and construction services for the Project.

If you are a company considering submitting a proposal to perform the scope of work described above as a prime contractor, and would like to receive a copy of the industry review draft RFP C3006, then please provide the following in an email to kroskowick@foothillgoldline.org:

  • Subject Line of the email:  “RFP C3006 – Industry Review Draft”
  • The full legal name of your company;
  • A statement that you intend to serve as a prime contractor if you decide to pursue this RFP; and
  • The name and contact information, including email, of the single point of contact for your company during this industry review period.

After receiving the email described above, the Construction Authority will verify the information provided and, if it is determined to be valid, then provide the industry review draft of the RFP to the identified point of contact.  Comments are due by December 17, 2025.
